Can anyone hear God's voice, or only prophetic people?
Hearing God's voice is essential to walking with God and living out the fullness of our callings on the Earth. Everyone can hear God's voice, but prophetic people are ones who seem to pick up on His voice sooner and stronger than others. This is because they are called to walk in this area and are called to hear the voice of God for others.
There are times when God will make His voice so clear that there is no doubt who spoke, but this does not happen very often. One of the many reasons that Christians have a hard time hearing God is that they have not taken the time to learn about His voice. I am talking about asking God a question and waiting and hearing Him answer back right away, like you would with another human. This should be a normal relationship with God, but it is sad to say that this is not usually the case.
Jesus said in John 10 “My sheep hear My voice.” This indicates that we need to be one of Jesus’ sheep first. This means being a Christian who is walking with God, not just one who shows up to church on Sundays and thinks that is it. Being one of Jesus' sheep means spending a lot of time with Jesus so that we can understand the way He speaks to us. Knowing the sound of His voice is key. Much of the time it will sound like our voice but it will have a strength and authority that we do not have.
A good practice with learning how to hear God's voice is to write down everything that He speaks so that you can judge it to see if it comes to pass. God requires us to test everything and that includes the things we feel that God is speaking to us. Hearing God's voice is about building a good relationship with Him and will take a good year of listening to Him speak everyday before one can come into any maturity on hearing the voice of God.
